So what's REALLY is happening, I strongly suspect, is this: banks $00-7F do in fact get mapped to ROM (!!!) via the cartridge addressing lines, for a full 32mbit... however, the SNES console itself has addressing lines that map RAM (WRAM) in banks $7E and $7F, and those "come after" the cartridge/R...
