Instead of extending the reserved bits, I think it'd be better for authors to agree upon new mapper numbers. Perhaps duplicates and useless mappers could be the first to be replaced. That would create incompatibilities between iNES header revisions. Besides, 256 possibilities can be too little. IMO...

There is a long official list of licenced NES games in america, but I found none for Europe or Japan... Japan might be tough, but I know of the following lists for Europe: this one at The Warp Zone and the one at GameFAQs . Neither is totally complete, and the one from GameFAQs seems to be better. ...
