I don't know why it's not working; do you have the right ROM? That's my biggest doubt right now. AFAIK, with the wiring(s) I tried the game should at least boot and go to the title screen. I tried the to wire the 74'138 as follows: /ROMSEL => A0 M2 => A1 A14 => A2 GND => /E1 CPU R/W => /E2 A13 => E3 BS Reg => O7 Mir Reg => O6 And also: M2 => A0 A13 => A1 A14 => A2 GND => /E1 CPU R/W => /E2 /ROMSEL => E3 BS Reg => O7 Both without succes. Unfortunatelly it's a epoxy blob.
So, no deal.
I tried both pull ups and downs on CPU D7 without success, even tried 1k ones.

Well, that's it.
To make this clone better the only possibility is to change it's NOAC.

Thanks for the answer. I tried the diode test on the CIRAM /CS and it seems to not be connected. I had a little hope because Megaman 4 and 6 worked fine, but looks like they just use the CHR RAM and don't do any fancy things. In Battletoads you warp to other stages when you quickly make the screen move and enter in the middle of some small moving dots in predetermined places.
