I took my time and watched the whole video.
No luck finding it. :-(

Neither it's Ghostbusters II.
It had smaller characters.

Could I be misremembering something?

That's great! Thanks for sharing. One thing that I noticed is that it doesn't close the CHR ROM data when you open another ROM. It seems to append the new data with the older one. This seems to be a misconfiguration on the server side that is happening since September 2019.
Isn't this site the same as SNESMusic.org?
Searching on the WayBack Machine before sep/2019 throws me to SNESMusic.org.

I use fslint on my Ubuntu machine for quite some time with excellent results.
For Windows, I remember that there was a tool that did some thing similar, I think it was on Win98 (the last windows I used at home) installation CD.

That would be a nice proof of concept of an impossible thing to do back on the old days.
I also think that working with the limitations of a console is a great achievement.
Would the use of extra circuitry not available on the console's hayday be considered "cheating"?

Maybe if it was possible to swap some chunks of data to the CHR ROM/RAM from an SD card, some interesting animations could be created.
I'm probaly wrong, but I think the mapper would not be of much relevance in this case.
