If the game isn't booting, you should look at the PRG ROM and make sure it's wired correctly. A common problem is not lifting EPROM pin 1 and at least leaving it floating. Sometimes you have to tie it to VCC, depends on the model. You can also try setting pin 31 to VCC.

I've tried applying Battletoads & Double Dragon onto an AMROM board with an extra wire for A17, works fine. I came across this thread with the same issue. I utilized the info here and at the NesDev Wiki to come up with a method of converting SOROM to SNROM. getafixx, I tried doing just as you said to my DQ3 English ROM, for some reason it didn't work. I could try it again, but the original problem of this thread is solved. I'll take note of the findings here for future INL boards though.

Excellent, thanks for posting that to clarify. I do understand the concept, but I don't quite remember the commands to do it in windows terminal / command prompt. Can Windows 7 64-bit still do that? copy /b, that kind of thing.

I bought a Kazzo flash board writer and a "6MB" flash board (not sure if it's not really just 8MB). I have tried writing the DQIII English translation to this board, both in 6MB mode and in 8MB mode, both with the minimalist .NET program and the more extensive one in the zip file. Sounds to me like the PRG ROM isn't quite properly written. I know sometimes old EPROMs are finicky. You may want to try using alcohol and a toothbrush over paper towel to wash off any excess flux from the PRG pins too, that often fixes random freezing for me.
