If it helps here is what Gambatte shows in VRAM. The window text is definitely at the top of the window ($9C00).

Well, it also works on DMG - I've just tried it. Dang, now I'm really stumped. Thanks for testing though. I guess I could have an error somewhere else that actually turns the window off, but it sure doesn't look like it. It turns it off once in VBlank and turns it on once in LY=LYC. If anyone has a...

Cool thanks for testing. So it definitely works on CGB. Do you also have an original gameboy (DMG) to test on? If it also works on a DMG model then I'm definitely not understanding why.

Thanks for the help so far. I do still draw the window when WindowX is 0, so that part at least is not the issue. Actually the game never writes to WindowX or WindowY anyway. Thanks for the testing, but I can't quite tell from the video, is there still a couple of pixels left at the bottom of the clouds just like in emulator? Or is it different in some way? Also I'm surprised they let that super shaky white line on the left side of the screen pass in development, seems ...

Ah ok thanks for the info.

I went back and tried V3 which still had the copyright screen and I still just get a blank screen, so it looks like I have a bit of work to do here.

EDIT: Actually that wasn't so bad, got everything working.
