The palettes and sprite OAM are DRAM, right? Meaning the values will fade out if not touched for a while?

When rendering is on, is the access the PPU performs to read those values enough to keep them alive?

My real question is: if I don't update the palette for a while, will it degrade? Will the colors (palette entries) I don't use degrade?

No, as long as you keep the screen on.
If you turn the screen on for about one frame, palette RAM risk to degrade. If you do for about 2 frames, OAM will too. As long as the screen is on there is no problem.
