I just downloaded a program called "4k downloader" which is supposed to support high framerate videos such as 50 or 60 fps. I hope it works.

Pause the video, and the keys , and . will step frames backward and forward.

But the hardware to run the demo ROM correctly is not widespread in the anglophone world. People with English as a first language in industrialized countries that use or formerly used NTSC, such as the United States and Canada, greatly outnumber people with English as a first language in industrialized countries that use or formerly used PAL, such as Great Britain, Ireland, Australia, and New Zealand.

tl;dr: Americans don't have a PAL Mega Drive.

You don't need to download any programs, just use http://youtubemultidownloader.com and be sure to get the 720p version. Some times I also use http://www.clipconverter.cc if the other site doesn't show all formats for whatever reason. YouTube does offer low frame rate versions at 720p too, so resolution alone doesn't guarantee a high frame rate.

EDIT: just tested clipconverter.cc and it shows high and low frame rate versions of the video. Pick the one mislabeled as "60fps", which should be the 50fps version. Then click "download" to specify that you don't want to convert the video, just download it as is, and then click "start".

They are, but for starters 'Muricans commonly use composite video for watching and modding the console to 50Hz output does not correctly adjust the color burst frequency for the signal so your picture will be in black and white (It's neither NTSC50 nor PAL :D) :(

I'm just going to say it's probably shifting tiles around from the previous frame, and occasionally rendering a unique frame when things get too distorted.
