It is no bug to my ears. Instead, it's more along the lines of the converter taking the samples a bit too literally (plus, the converter in question is from 2009... it's quite old, but I see it as passable), and therefore resulting in that unexpected sound at the beginning. Plus, I can do some rather extreme downsampling with my own selection of samples at times.
I'll admit I have no idea how SNESGSS would react to my extreme downsampling... but I also note that I am using deliberately glitched samples at times, and therefore I don't think it's a fully ideal solution.
