Just thinking though, where will these be used? I'm just wondering because you said they take up 4 palettes, but no sprites.

They will be used nowhere, I have been making these kinda face collections using various restrictions, such as EGA, CGA, MSX among others, just for fun.
But it would be quite easy to have a rastersplit below them and use them as some kind of shop/conversation portraits in a game scenario. On top of that the palettes could be optimised so that there are only 3 or even just 2 for some of them, and then you could use that for stuff right next to them, like some item stuff for a shop or what have you.
