That would drive me nuts. Maybe the occasional sideways glance at the screen as in "WTF?", or standing with her hands behind her back looking down moving one foot around. But this--she looks like she's being extruded sideways by an unseen force.

Can't you make a bigger version so we can see something ?

Otherwise it seems like the proportions are off. I mean, when drawing the head should take at least 1/7 of total body height, but in a video game context it's often way more, up to 1/2 for cartoon proportions. Even if you don't want a cartoon look, you should at least make head 1/5 of body height. I haven't checked but here it looks more like 1/10.

Also either go for cartoon proportions and caroon hair, or realistic proportions and realistic hair. Realistic proportions and cartoon hair is a bit weird.

Finally is this for the NES ? It doesn't looks like it use few enough colours. It looks fairly normal for like a fighting game animation though, it's common to have characters moving even when they're still (even if this is unrealistic for "breathing"), but then again they use cartoonish sprites when they do this.

It really depends on the art style you want to put forth. The graphics-induced super-deformed art style inflates the head to make a face recognizable; a more proportional art style relies on things other than the face. Compare, for example, Super Mario Bros. 3 to Contra.

I just checked in GIMP, and this graphic is 1/6.

Yet realistic head size combined with fantastic hair is the standard in manga and anime.

The 32x64 pixel frame is also wider than one might expect for NES, where characters rarely exceed 24 pixels wide. I'm under the impression that PPT is more of a Super NES pixel artist.
