You could always design on paper, scan it, and tweak it, like Nintendo did for Yoshi's Island.

That'd probably be the best option. I found little difficulty with things like the arms and the giant shoulder pads because there really wasn't much detail put into them. I really have no clue how people can draw with a mouse.

Painting. Avoid line-work altogether. It's much faster.
1. Volume (Rough out a 3D form, get an idea of the shape of the object, a 2x2 brush works wonders.)
2. Form (Flesh out the design, cleaning up the rough edges and solidifying the primary details.)
3. Detail (Go back and add any desired secondary details.)

This technique can feel very unnatural the first few times you try it.
But once you a have feel for it, it's much easier to produce quality art quickly.
(also animations, but that process is slightly different.)
