Could someone explain why (only?) Konami made those boards so weird - its two sided PCB but holes are not plated. There is only plating in those blue holes, but those blue holes are not open.
And the laminate does not look like glass fibre, but crappy paper one.

AFAIK Sega did some boards just like that, at least for Megadrive games.
I've found an example:
I'm not sure if it was Megadrive only and have no clue about the reasons either.
