Is the wire from pin 31 shorted to pin 30? If it isn't then I guess your EPROM is faulty or you have a bad connection somewhere.
If you have multimeter, check all traces for continuity with the cart edge connector.

It does look like a short, but it's not. I'll try the multimeter next.
