I have a submapper proposal. Here in the Wiki

Says

My question being: How? Do I just go and edit that page? Or maybe I have to do the proposal in the forum or something?

Yes, you can create a new entry on the proposal page. The point was just to keep "proposals" which are still being evaluated separate from the main page, which should be reserved for things that have a clear use case and are ready to implement.
