Accuracy test ROMs for FDS
Do these exist? Also, what's the best FDS emulator out there?

Well for the best and most stable FDS experience, your best bet would be either puNES or Nestopia.
I use them both regularly and I rarely if ever have issues.
They're both accurate emulators that have been around for quite some time now, at least Nestopia which have been around the longest of the two.
However as you already might know, there's a new kid in town which seems to be more accurate according to tests - Mesen.
Mesen is still very young compared to puNES and Nestopia and as such is very unstable so you could expect crashes and bugs.
