Oh yeah, I already saw that arcade game somewhere. It looks fun, but cannot be compared with battletoads, scince both are too much different to be compared.
And it seems to be 4 buttons, not 11.
Useless, lumbering half-wits don't scare us.

When looking for "the hardest game in the world", you have to look at both apples and oranges as fruits.

There are 4 buttons, but Pandemonium hard and expert have eighth note runs at 330 BPM, which means that there are 11 keypresses in one second.

Well, that's a lot. I don't think it is really doable, however. But you're going out of the subject, scince we're supposed to talk about Battletoad's difficulty.

Reasons I come up with as to the topic drift on nesdev:

1) Using boards for social interaction (not bad in itself, just doesn't mix well with focused technical discussion)
2) Switching topics when something becomes difficult
3) Lack of serious technical atmosphere in the first place

Fortunately the NesDevWiki serves as the host for the most serious technical efforts.
