It looks a little strange. I thought they would just stretch the outmost polygons to fit the silhouette.

I always thought cell shading was an underutilized technique. I want to see cell shaded graphics that actually look like a Disney animated feature, but they tend to look too polygonal and robotic.

Of all the flaws I noticed in Wind Waker, I didn't particularly feel like the models were low polygon...?

I thought his face looked too painted on, and the models didn't have much detail. A friend of mine actually showed me a gameplay video of an anime-style game that actually does have nice detailed cell shaded graphics, but I forgot what it was called.
