What piqued my interest is that you mention arduino. What do you mean by that? The arduino by itself is just a micro-controller with some input/output so unless you add some video output and some input device, it's hard do know what you accomplished per-se.

Could you elaborate more on the subject?

It uses the Arduino TV-Out library, which generates RS-170 video or ... uh ... whatever the equivalent shorthand is for "PAL/SECAM but without chrominance"
