TA-03NP1 (and probably TA-03N/TA-03NP) have correct duty cycles. I have a few of TA-03NP1 chips only and can confirm this. I did some tests.
There are interesting observations about PAL aspect ratio of capture-cards (Dazzle DVC-100, Avermedia 305 PCI) vs Mesen/puNES vs CRT PAL TV.
Note that 240pee linearity test has automatic NTSC/PAL aspect adjustment, GITS2 doesn't.

Mesen have nice option to force user-specified refresh rate in fullscreen mode. Okay, i understand now how this bug works on standard games:
When sprite appears at first 8 left pixels, it must be cleared, but this doesn't happen.

But "Prince of Persia" shouldn't have character sprite at first 8 pixels.
I guess this is game bug, but it was hidden until it meets FCEUX bug:
