connected pin 1,31 to vcc on both now, and will test when i get home.. still unsure of pin 2 and 22 on the chr..

I only get a solid gray/white picture as it is now :/.. have no idea what could be wrong

Almost all NES PRG ROMs only receive a single /enable from whatever source. Either that signal is just the plain /ROMSEL from the NES CPU mainboard, or it's one from the mapper that only enables the PRG ROM during reads. For power consumption, you can tie both inputs together, or tie the ROM's /OE ...
