Are you using those blue colors for beams or anything? If not you could cycle those two blues only and remove the green one from the water tile. Palette cycling doesn't necessarily need to use the whole subpalette. But then I'd only have two colors for the water, which I already did here, which hur...

I think it'd be a nice change of pace that when the player is underground, they won't shoot laser unless touching light:
