I think the lengthy judging period (which is necessary) and the time between that and multicart release further lends itself to the confusion. Looking at it from a design perspective, and ease of speaking, I think we should place the number after "NESDev" and before "coding competition." "So-and-so ...

Loose plan for cover art is a Breakfast Club-ish group shot of games' protagonists on a set of outdoor bleachers, something that screams American high school. A school-themed subtitle might be good. Action 53 Vol. 4: Class of 2018 …but that's confusing as it is releasing in 2019 and contest was 2017...

I was thinking a lot more abstract, more like what one would expect from the icons used on a deck of playing cards. I wouldn't even rotate the graphics for connections, etc.

Items eaten by squirrels that have distinct, yet simple, shapes could provide some distinction. Off hand, acorn, seed (sunflower-ish), and berry could be achieved at the resolution. Spreadsheet seems like it could be the easiest to setup and to judge, no forms to construct or navigate. Yeah, honestly, the way I'd like to judge the games would be just typing them into a spreadsheet file. category by row and game by column or vice versa. EDIT: Originality was there pretty much to dissuade people from making simple rip-offs of official releases, but honestly that really isn't importa...

I like having different, independent categories as suggested.
I think a ranking-based voting system might be beter than assigning scores.

I haven't read in-depth about it, but https://civs.cs.cornell.edu/ might be worth checking out, with a different poll per each category.
