Yes, I borrowed a multimeter from a friend. I followed what Fisher told me to test, so I made diode testing on all the IC's. Well, I replaced the regulator. It's outputting ~5v, but still not working. The tube tv reacts every time I turn on the famicom, but the screen moves a bit only.
