NES Chip Programming and Circuit Board Assembly

Does anyone know of a reliable and trustworthy place to get ATMEGA168-20AUR AVR chips programmed?

I'm also looking to have NES circuit boards assembled, ideally at the same place. I'd source the components from Digikey and have them shipped, along with lockout chips and NES cartridge shells, to the company for programming and assembly.

Apparently there are some importing issues in China right now so I'm not looking for anything in that country. I'd love to keep it domestic if possible or at least deal with a company that speaks good English.
