While off, check if something is connecting either 74HCU04 pins 5 or 6 to +5V.

Given that you have two PPUs with the same flaw, I really don't think it's a flaw of the PPU, but I admit I'm beginning to run out of ideas.

When is off I has 0V on pins 5 and 6. When is on 3.6V on pin 5 and 4.9V on pin 6.

Measured and pins: 5-0.22kohm, 6-9kohm, 7-0.2ohm,

... yeah, that's bad. Somehow you've got a bad connection that's overriding PPU A13 = pin 25. No idea how, but both the voltage on the pin and the resistance you've told me imply that's what's wrong.

Means PPU is damage? But I dont know how becouse changed 2 PPU from my good 2 nes pal and still was artifacts.

Yeah, I don't think it's the PPU. I think it's the circuit board.

Yes, the main PCB, or the socket, or the solder.

Thanks for help everyone, now nes pal working perfect:-)) Finally broken was two chips, PPU and 74HCU04P.
