Spook-O-Tron is a recent homebrew that uses 8x8 sprites. There's a demo linked from its kickstarter:

Black Box Challenge also has a bunch of "tiny NES" minigames that use very small sprites.

Perhaps someone misremembered sprite sizes in 10 Yard Fight (that is, Irem Bowl) vs. Tecmo Bowl.
