So, I got the unit working.

It was the small BR6116-100 static ram chip. I ended up socketing a few chips on the board for 'order of elimination' and swapped the ram chips around. I then got scrambled graphics but Mario loaded. CPU and PPU were fine and I just need a new ram chip. I stole a ram chip from another board that currently has no video and the PPU is getting real hot and tried it in this board, it now works perfectly.

Thought i'd give an update.

I know this post is a bit late (Only a few years :wink: ), but I had the same problem with my NES except without the black lines.
I have found out that if you leave the NES turned on for about an hour, then press the reset button multiple time sometimes it will turn on, but when you try and play any games it will freeze, and in some cases do something like this:
